Kris Hill, the purchasing manager in Haywood County's Finance Department, has been named the recipient of the 2026 Steven C. Graham Achievement Award, recognizing the highest passing score on the Certified Local Government Purchasing Officer (CLGPO) Certification Examination.
The Certified Local Government Purchasing Officer Committee established the Steven C. Graham Achievement Award in 2016 to recognize exceptional achievement among CLGPO examination candidates. The award honors individuals who demonstrate outstanding knowledge and dedication to the field of local government purchasing.

The award is presented annually to the candidate who earns the highest passing score on the CLGPO Certification Examination, highlighting excellence and commitment to professional standards in public procurement.

"Kris is a tremendous asset to Haywood County," said Kristian Owen, Haywood County Finance Director. "This recognition highlights not only Kris’s expertise in public procurement but also the pride and professionalism she brings to her work every day. We’re incredibly proud to see her recognized at the state level."

Hill will be formally recognized during the CLGPO presentations at the Conference Spring Banquet, where the award is presented each year.
