Dr. Sarah Banks to Participate in Presidential Leadership Scholars

Haywood County's Public Health Services Division Director, Dr. Sarah Banks has been selected as one of only 60 leaders nationwide to participate in the prestigious Presidential Leadership Scholars (PLS) 11th annual class.
Over the past decade, PLS has brought together nearly 600 established, purpose-driven leaders to collaborate and make a difference in the world as they learn about leadership through the lens of the presidential experiences of George W. Bush, William J. Clinton, George H.W. Bush, and Lyndon B. Johnson.
Scholars were chosen based on their leadership growth potential and the strength of their personal leadership projects aimed at addressing a critical challenge or need in a community, profession, or organization.
Dr. Banks’ participation underscores her continued dedication to improving public health outcomes in Haywood County, especially in areas such as emergency preparedness, behavioral health, mental health, and community resilience. Her PLS project will focus on supporting individuals and families impacted by substance use disorder — a critical priority for Western North Carolina.
“Dr. Sarah Banks has done excellent work for our Agency and Community and shown outstanding leadership through the challenges of the pandemic and floods," said Ira Dove, Haywood County Health and Human Services Agency Director. "We are honored to have her selected for this extremely competitive and prestigious program and she will do Haywood County proud. Her project will be of great benefit in helping those impacted by substance use disorder.”
During her tenure with Haywood County, she has led numerous public health initiatives, including pandemic response efforts, community preparedness, and health outreach programs. Her participation in this national leadership program will further strengthen Haywood County’s capacity to address public health priorities and build healthier futures for residents.
Over the course of the program, Scholars will travel to each participating presidential center to learn from former presidents, key former administration officials, business and civic leaders, and leading academics. They will study and put into practice varying approaches to leadership and exchange ideas to help strengthen their impact.
Scholars have consistently reported remarkable growth in skills, responsibilities, and opportunities for impact since the program began in 2015. For example, 93% of Scholars state they have a strong sense of purpose as a leader, and 100% of Scholars state they are inspired to accomplish and achieve more after completing the program.
The 2026 program will begin on January 21, 2026.
