Swannanoa Small Area Plan Design Workshop Now Available Online, Additional In-Person Date

Over 145 community members attended the Swannanoa Small Area & Resilience Plan Design Workshop at Owen Middle School on Dec. 3. 

Residents rotated through a series of interactive exercises on topics like housing, hazards, transportation, economic development, recreation, and environment. For those who were unable to attend that session, there is another public workshop taking place on Dec. 8, 2025, at 7:30 p.m. at 216 Whitson Avenue, Swannanoa

The Swannanoa Plan includes communities such as Riceville, Lytle Cove, Oteen, Patton Cove, Buckeye Cove, Bee Tree, Lake Eden, and more. 

The workshops help Planning staff gather information from the public about land use-related needs in Swannanoa. This information will help create a Future Land Use Vision Map as well as answer important questions about the community's needs and preferences related to density, development, conservation, amenities, disaster risk tolerance, and more.

History of the Swannanoa Small Area Plan

The Buncombe County 2043 Comprehensive Plan was adopted in 2023 and identified the Swannanoa corridor as one of several areas of the county in need of more detailed planning. The devastating impacts of Hurricane Helene have increased the need for a plan for Swannanoa's future growth and recovery. A Small Area Plan identifies a specific neighborhood or geographic boundary and outlines a detailed plan for addressing future change in a way that responds to the unique characteristics and needs of the area.
